* The EU Council met on 30 September in Brussels. Ministers adopted conclusions on the Middle East urging 'the Palestinians to push ahead with the reform efforts ' with the aim of putting an end to terrorism in all its forms', and urging Israel 'to facilitate the reform efforts by lifting curfews and closures'. The conclusions are available on the EU Council website www.eu.int/newsroom (go to 'Latest News&').

On the Euro-Mediterranean Investment Facility the Council confirmed that it would be officially launched on 18 October in Barcelona by the 27 partners.

* The 11th Convention between the EU and the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) will be signed on 9 October in Brussels by European Commissioner for External Relations Chris Patten and UNRWA Commissioner General Peter Hansen. The Annual Grant Agreement 2002 will be signed subsequently. By signing the Convention the EU commits itself to providing € 237 million to UNRWA over 4 years for aid to refugees in 2002-2005. UNRWA&'s programmes are in the fields of education, health, and social services.

* The 2nd meeting of the EU-Israel Association Committee will take place on 8 October in Jerusalem. There will be an exchange of views on political issues, notably Israeli-Palestinian relations, political problems in the region, and terrorism. On the Euro-Mediterranean Partnership the follow-up to the Valencia Action Plan will be discussed, as well as the Euro-Med Investment Facility. Other discussion topics include Scientific and Technological Co-operation, Rules of Origin and other Customs related issues, notably customs enforcement, and a number of Trade related issues. Also on the agenda are Money Laundering, Economic Co-operation, Integration of immigrants within society, Projects and Co-operation in Israel and the Palestinian Authority, and Dialogue between Cultures and Civilisations.

* The EU-Tunisia Association Committee met on 25 September in Tunis at Senior Officials&' level. Within the Political Dialogue various issues were discussed, ranging from democracy and human rights to the current international situation. On trade issues, it was acknowledged that the Association Agreement had reinforced EU/Tunisian relations and dialogue. Topics related to tariff dismantling, trade facilitation, services and intellectual property were intensively discussed. Other subjects included vocational training, industrial and financial co-operation, social issues and migration.

* Preparatory meetings for the 22nd meeting of the EU-Cyprus Joint Parliamentary Committee, and the 18th meeting of the EU-Malta Joint Parliamentary Committee will be held on 8 October in Brussels. The Permanent Delegates of Cyprus and Malta, Theophilos Theophilou and Victor Camilleri respectively, will brief the meetings on the situation in their country, and on bilateral relations with the EU. This will be followed by an exchange of views.

* The Euro-Mediterranean Working Group on Services will meet from 8 to 10 October in Brussels. The focus will be on telecommunications and transport. The Session on Transport Services will address economic and regulatory developments relevant to trade, including market entry issues, and regional aspects. The Session on Telecommunication Services will cover Electronic Communications as an infrastructure, with presentations on competition, regulators, universal service, and regional aspects.

* EU-Syria technical consultations at experts&' level took place on 30 September and 1 October in Brussels in preparation for the 9th round of negotiations for an Association Agreement to be held on 11 and 12 November. Tariffs and import regulations were discussed in detail. The meeting allowed the EU side to develop a better understanding of the trading and taxation regime in Syria.

* The EU-Tunisia Customs Co-operation Committee held its first meeting on 24 September in Tunis. The Parties had a wide-ranging exchange of views on various customs issues, in particular on rules of origin and the extension of the Pan-European cumulation system to the Mediterranean Partners, administrative co-operation and tariff dismantling. They also explored ways to enhance customs co-operation as provided for in the Agreement.

* The EU-Morocco Experts Group on the Harmonisation of External Trade Statistics will hold its 2nd meeting on 10 October in Brussels. Experts will discuss exchanging information on methods of counting trade, as well as on methods of elaborating statistics on services. The meeting is a follow-up to the 2nd EU-Morocco Association Committee held last March.

* The 9th UNIMED Business Network Training Seminar is taking place on 3 and 4 October in Brussels. The seminar is entitled 'Employer Organisations as Social Partners&', and it focuses on social dialogue and vocational training. A meeting of the Union of Mediterranean Confederations of Enterprises (UMCE) General Assembly is being held in the margins of the seminar, with the participation of the Presidents of the 12 South Mediterranean business associations. A workshop on Free Movement of Goods took place from 30 September to 2 October in Brussels in the framework of the MEDA funded Regional Programme for the Promotion of the Instruments and Mechanisms of the Euro-Mediterranean Market (EuroMed Market). Participants were senior officials and private sector representatives from the Euro-Mediterranean partners. They adopted a declaration featuring 10 guiding principles, among which eliminating quotas and quantitative restrictions, using standards to facilitate trade, and fostering regional co-operation on technical regulation and related issues. A Work Plan on Free Movement of Goods will be drawn up for which each Mediterranean Partner needs to identify and indicate its priorities. The workshop was the first in a series of eight to be held under the EuroMed Market Programme.

An Audiovisual Training Seminar for Euro-Mediterranean producers will be held from 7 to 13 October in Tunis within the MEDEA project, part of the MEDA funded Euromed Audiovisual Programme. This will be the 2nd MEDEA training session on feature films, focusing on financing, co-production, and legal aspects. A total of 25 producers from 15 Euro-Mediterranean partners are expected to attend, as well as 10 visitors from Tunisia&'s audiovisual industry who will have the opportunity to meet European experts and investors, and to share experiences with colleagues from around the Mediterranean and beyond. MEDEA aims at bringing the two shores of the Mediterranean closer together through the support of audiovisual works at pre-production and early marketing stages. www.programamedea.com

A Good Manufacturing Practice Workshop for the olive oil sector took place in Amman within EJADA, Jordan&'s Industrial Modernisation Programme. The seminar aimed at assisting the Jordanian olive oil presses in understanding and adopting a quality system in manufacturing procedures based upon the principles of the Good Manufacturing Practice standard. In a separate development, Jordan&'s National Training of Trainers Institute (NTTI) was presented at a Stakeholders&' Seminar held in Amman on 2 October within EJADA&'s activities. The purpose of the seminar was to examine developments concerning the training of trainers, and practical methods for strenghtening the partnership between NTTI and training providers.

The 12th European Film Week will start on 10 October in Tetouan where it will last until 19 October. The Festival will also be held in other Moroccan cities later in October. The programme includes films by Pedro Almodovar, Ken Loach, and Nanni Moretti. The Film Week is organised by the European Commission Delegation in Morocco and the embassies of EU Member States under the aegis of Morocco&'s Ministry of Culture and Communication.

The 14th EU Film Festival in Amman will start on 5 October with the screening of the Greek film 'Fading Light&'. It is organised by the European Commission Delegation in Jordan and the embassies of EU Member States. The Festival will last 10 days, and will feature a total of 11 films.

* Commission Delegation in Syria on 9 October. He will replace Marc Pierini who has already been posted as Head of Delegation in Tunis. In the meantime the Acting Head of Delegation in Damascus is Jerôme Cassiers.
