DECISIONS
The European Investment Bank (EIB) recently announced it was lending " 150 million to the Egyptian Electricity Holding Company (EEHC) for the construction of a natural gas-fired combined cycle power plant in the Nile delta.

The 650 MW power plant is expected to enter commercial operation in 2007. The technology it will use allows for high electrical generating efficiency and low environmental impact.

MEETINGS
* The Quartet met on 17 September in New York in the margins of the United Nations General Assembly, and adopted a Statement whereby its members will seek agreement on a three-phase roadmap that could achieve a final settlement of the Middle-East conflict by August 2005. The Quartet's plan is based inter alia on the EU proposal for a road map. The Quartet was made up of United Nations Secretary-General Kofi Annan, Denmark's Foreign Minister and President of the EU Council Per Stig Moeller, U.S. Secretary of State Colin Powell, Russian Foreign Minister Igor Ivanov, EU High Representative Javier Solana, and European Commissioner for External Relations Chris Patten. * Senior Officials of the Euro-Mediterranean Partnership responsible for Political and Security Issues met on 18 September in Brussels. They heard a presentation by the Danish EU Presidency of their priorities and work programme. They then looked at ways of strengthening and deepening political dialogue as foreseen in the Valencia Action Plan adopted by Euro-Mediterranean Foreign Ministers last April. Senior Officials discussed the Euro-Mediterranean Assembly project, and also the next steps to be taken. Two representatives of the Euro-Mediterranean Human Rights Network (EMHRN) presented the current state of their activities, which led to a discussion of these areas by Senior Officials. Civil society and terrorism were also discussed.

* The Euro-Mediterranean Committee for the Barcelona Process meets on 19 September in Brussels. After hearing a presentation of the Danish Presidency's work programme the Committee is due to discuss the state of play of the 'Regional Co-operation Programme in the field of justice, in combating drugs, organised crime and terrorism as well as co-operation in the treatment of issues relating to the social integration of migrants, migration and movement of people'. The European Commission will provide the Committee with information on some existing regional MEDA programmes. Trade relations among Euro-Mediterranean partners will also be discussed.

* The MED Committee will meet on 26 September in Brussels. Opinions will be given on 4 proposed programmes for the Palestinians totalling " 22 million (Emergency Support Programme to the SMEs of East Jerusalem; Empowering the Palestinian Judicial System; Health Sector Support Programme; and Emergency Support for the Palestinian Hospitals in East Jerusalem). There will also be an exchange of views on Social Development and Gender Issues, as well as on the Environment and Water.

* A Delegation of Algerian Parliamentarians will meet the European Parliament (EP) Delegation on relations with Maghreb countries and the Arab Maghreb Union on 25 and 26 September in Strasbourg, France. This the 6th EP-Algeria meeting will discuss the EU-Algeria Association Agreement, and the new perspectives for the Euro-Mediterranean Partnership. Participants will assess EU-Algeria relations within the previous Co-operation Agreement, as well as the geopolitical situation.

* The EU-Tunisia Association Committee will meet on 25 September in Tunis. There will be an exchange of views on political issues of common interest. The Committee will discuss the implementation of various aspects of economic co-operation within the Association Agreement, including economic dialogue, vocational training, science and technological development, industrial co-operation, and standardisation. Social issues and migration will also be addressed. Financial co-operation within MEDA is also on the agenda.

* The EU-Tunisia Customs Co-operation Committee will hold their first meeting on 24 September in Tunis. After adopting their own rules of procedures the Committee will discuss rules of origin, notably the extension of the Pan-European cumulation to the Mediterranean Partners, and administrative co-operation. Technical issues of tariff dismantling will also be addressed.
* The EU-Morocco Experts' Group on Cultural Co-operation will meet for the first time on 26 September in Brussels. Experts will discuss Morocco's involvement in EU cultural policy programmes. Presentations will be made of EU funded projects and programmes in the areas of culture, audiovisual, higher education, and education in general including access for women and girls, the teaching of Arabic to young Moroccans in the EU, projets promoting environmental protection, and the use of IT in Morocco's education system.

PROGRAMMES & PROJECTS

* EVALUATION STARTING AND CONFERENCE PLANNED FOR EUROMED AUDIOVISUAL
The mid-term evaluation for the MEDA funded EUROMED AUDIOVISUAL Regional Programme will soon be starting, and the Programme's annual Conference will take place from 17 to 19 October in Cairo. The Conference will be an opportunity for the evaluators to meet project co-ordinators and partners. Results of the evaluation are expected in January, 2003. * ENERGY TRAINING WORKSHOP IN TURKEY
The 7th in a series of 12 training seminars to be held in the framework of the MEDA funded 'Euro-Mediterranean Energy Policy Training Network' will take place from 23 to 27 September in Istanbul, Turkey. The workshop will be attended by decision-makers in the Turkish energy sector. Sessions will be organised around daily themes (Global Perspectives on Energy; Liberalisation & Regulation; Gas, Oil and Coal Markets; Environmental Policy Issues and Renewable Energy Sources; and Energy Project Development, Management and Finance). * TRAINING COURSES FOR JOURNALISTS IN EGYPT
A total of 76 Egyptian journalists of Al-Ahram newspaper and the Egyptian Press Syndicate are taking part in 2 EU supported training courses at Al-Ahram headquarters in Cairo. The opening ceremony was held on 15 September in the presence of European Commission Head of Delegation Ian Boag. The two 4 week courses are run in parallel, and focus on improving the participants' computer skills. They also include presentations of the EU, the MEDA Programme, and EU-Egypt relations. Journalists selected to take part specialise in either foreign affairs, political issues, the environment, or women.

PUBLICATIONS

* EXHIBITION CATALOGUE ON ISLAMIC ART IN TURKEY
A 252 page illustrated brochure entitled 'Early Ottoman Art: The Legacy of the Emirates' has recently been published within the MEDA funded Museum With No Frontiers project (MWNF) which is part of the EUROMED HERITAGE I Regional Programme. The brochure was made as the catalogue for the Turkish part of the Euro-Mediterranean MWNF exhibition whose main characteristic is to present works of art in their place of origin. The brochure is the 7th in a series of 11 catalogues on Islamic Art in the Mediterranean. All catalogues are available in English, French, Italian, and Spanish. The one on Turkey has also been published in Turkish.

* FESTIVALS OF THE SUN AROUND THE MEDITERRANEAN
Dozens of traditional festivals around the Mediterranean are portrayed in a 200 page illustrated book published recently as a result of a MEDA funded EUROMED HERITAGE I project called "Les Fêtes du Soleil" (Festivals of the Sun). The book is available in English from the city of Sienna, Italy that co-ordinated the project. A CD-Rom has also been issued. Festedelsole@comune.siena.it

* LATEST NEWSLETTER FROM JORDAN
The European Commission Delegation in Amman has recently published issue No 71 of its 'Euro-Jordan Newsline' newsletter. The publication focuses on the EU-Jordan Association Agreement, and newly approved EU funded programmes for Jordan.

* NEW HEADS OF DELEGATION IN CYPRUS AND TURKEY
Adriaan Van der Meer has taken up his post as Head of the European Commission Delegation in Nicosia on 16 September. He was previously Deputy Head of Unit in charge of Turkey within the Enlargement Directorate General at the Commission's Brussels Headquarters. He is replacing Donato Chiarini. In Ankara Hans-Jörg Kretschmer has recently replaced Karen Fogg as Head of Delegation. He has headed the Commission's Delegation in Sarajevo, Bosnia-Herzegovina.
