Mobile phone troubles...

The Lebanese parliament voted a law that authorizes the government to issue tenders for the re attribution of the two mobile phone licences.

The two B.O.T (build, operate and transfer) contracts will be submitted to new tenders on the 31st of August which is the date that has been chosen to put an end to the two existing licenses.

The taxes on telecommunication is a major concern for the government as it is one of its most important source of income.
According to the authorities, the terms of the contracts were not respected by the two operators. The issue is about the additional services that were not originally included and for which the authorities ask for a compensation.
On the other hand, the two operators have assigned the Lebanese government on trial for having unilateraly broken the contract.
The case will be examined at the International Chamber Of Commerce and Industry in Paris.
Mobile phone are part and parcels of every Lebanese's life.
Cellis and Libancell, the two operators, were entrusted with the license of buiding and operating the GSM network after the war when the fixed network was destroyed. The mobile phone industry was booming and today the average time a Lebanese spends calling on his mobile is among the highest in the world.
