Qordahi: Cellular firms will be announced Thursday - Sale should closed ‘by mid-July’

The Higher Privatization Council will announce the chosen candidates for the sell-off of the cellular phone sector Thursday, according to Telecommunications Minister Jean-Louis Qordahi said Monday. “The companies will be given 60 days to study existing data and prepare their bids,” the minister said during a conference entitled The future of Telecommunications in Lebanon at the Order of Engineers headquarters in Beirut. “The matter should be settled by mid-July.”

Qordahi said privatization goes hand in hand with liberalization and regulation. “Privatization is not just a selling and buying process but the corporatization of a productive public sector,” he said. “The transferral of the sector into the private domain should not be considered a mechanism for collecting extra taxes.”

According to Qordahi, liberalization must entail competition and not a mere transformation of a public monopoly into a private one. The purpose, he said, is to include the largest number of participants and maximize the number of beneficiaries.

Regulation will include the whole process, including fulfillment of license conditions, wavelengths, universal services and consumer protection. “For the past two years, these three principles (privatization, liberalization and regulation) were the guiding vision of the Telecommunications Ministry in coordination with foreign experts and the World Bank,” Qordahi said. “The Telecom Law of May 2002 had such a global vision in its promulgation.”

When asked whether the decision two years ago to announce the privatization of the mobile sector was the right choice, Qordahi conceded that it wasn’t and that many times decisions are the result of political “duress.” “But this does not mean we shouldn’t look ahead and keep the damages to a minimum,” he said. “The publicizing of the file will ensure that no ‘unfavorable’ decisions will be implemented in this sector.”

Qordahi acknowledged that government ministries do not effectively communicate their policies and vision to the general public. He highlighted the new internet connection prices as a step in the right direction with other reductions to follow, especially in the area of international telecommunications. “As for the proposed Internet City, we are aiming to create the right setting, maybe even a sort of a free zone, to attract international companies and their investments,” he said. “But this does not mean that other technology zones cannot be created around the country.”
