|Beirut Summit : Saudi plan finally adopted.
|Arabs finally managed to save appearances.
The Saudi plan has been adopted which was unexpectable after a troubled session on the first day. The final statement, or Beirut declaration, reiterated the peace for land principle.
It claimed for Israel's withdrawal up to the 1967 borders, including the Syrian Golan and South of Lebanon.
It also called for the respect of UN resolutions regarding the Palestinian refugees issue.
Another claiming : the creation of an independant Palestinian state on the territories occupied since 1967 in West Bank and Gaza strip, with Jerusalem as capital.
The plan is presented as a whole, unsplitable, no part can be accepted or rejected.
As a counterpart, Arab states will have to implement the followings:
- The Israel Arab conflict is considered as over, a peace agreement will be signed with Israel that will guarantee security to all the states of the region.
- In the framework of a global peace, normal relatioships will be established with Israel.
Saudi initiative becomes an Arab initiative. The summit decided the creation of a proper commission whose task will be to get UN security council and the international community's support.
However, the statement doesn't evoque the measures to be taken in case of plan breakdown.
